Barry County commissioners approve consent agenda, CDBG items and resolution authorizing opioid settlement allocation agreement

At its Aug. 26 meeting, the Barry County Board of Commissioners approved a multi-item consent agenda and several separate motions, including acceptance of $191,196.59 in claims, adoption of Community Development Block Grant (CDBG) emergency homeowner guidelines, closeout of CDBG program income for 2022–23 and 2023–24, and adoption of Resolution 25-24 to authorize entry into a state subdivision agreement for allocation of opioid settlement funds.

Commissioner Campbell moved the consent agenda, which included approval of minutes for July 22 and Aug. 12, 2025; adoption of the 2025–26 childcare fund plan and budget and authorization for the chair to sign budget amendment 25-B; disposal of a 1990 Georgie Boy Impulse motor home used by the sheriff's posse (VIN 1GBKP37W2K3324024); and a trial change to the board’s 2025 meeting schedule to hold board of commissioners meetings on the second and fourth Tuesday of the month, with a review at the organizational meeting on Jan. 2, 2026. Commissioner Hatfield seconded the motion; the roll call vote was recorded as unanimous in favor.

Later in the meeting Commissioner Tunison moved approval of claims in the amount of $191,196.59; Commissioner Smelker seconded; the roll call vote was recorded as unanimous in favor.

The board then considered itemized CDBG actions. A motion to approve the CDBG emergency homeowner program guidelines was moved by Commissioner Tunison and seconded by Commissioner Carlton; the motion passed on a roll call vote recorded as unanimous. The board also approved the CDBG program income closeout for 2022–23 and 2023–24 on a unanimous roll call vote.

Finally, the board adopted Resolution 25-24, authorizing entry of a state subdivision agreement concerning allocation of opioid settlement funds. The resolution was presented as part of the revised agenda; a roll call vote recorded unanimous approval. Earlier in the meeting county staff and members of the Barry County Substance Abuse Task Force had described a revised and simplified request-for-proposals process for the county’s opioid settlement funds and said an application window of roughly two to three months was anticipated; staff proposed a $250,000 funding window for the next round of awards, noting the county previously opened a $250,000 window and had about $420,000 currently available for allocation.

All roll calls at the meeting were recorded by the clerk as unanimous among commissioners present.

No ordinance readings or contested votes occurred in the items approved. Several commissioners asked for follow-up materials and confirmed the change to the meeting schedule will be reviewed at the Jan. 2, 2026 organizational meeting.
