Bedford County committees advance naming request, send rezoning back with negative recommendation and discuss animal-control, water planning and broadband grant

Bedford County committee members voted to forward a proposal to name the Walking Horse and Eastern Railroad overpass on State Route 437 for former state Sen. Jim Tracy and sent a rezoning request for a 25.48-acre parcel on North Linda back to the full commission with a negative recommendation. Committee members also heard extended briefings and discussions on animal-control coordination and facility needs, regional Duck River water planning, and a broadband grant contract that has cleared county paperwork but requires a budget amendment before funds can be released.

The naming request, submitted by Warren Wells and Kirk Cobb, would rename the overpass in honor of former state Sen. Jim Tracy. Committee members discussed the county’s bylaws about naming and the usual waiting period after officials leave office; one committee member said the bylaws typically require a one-year waiting period, but the committee voted to send the naming proposal to the full commission with a recommendation that the commission consider suspending that rule for this occasion. The motion to forward the naming request passed on a voice vote.

The committee also considered a rezoning application from a representative for Southern Land Acquisitions LLC, seeking to rezone tax map 088, parcel 063.04 — about 25.48 acres — from A-1 to R-1 (which would allow smaller minimum lot sizes). Planning staff told the committee the planning commission had an unfavorable recommendation. Committee members cited extensive floodplain and the Duck River buffer overlay that reduces developable area and said higher-density zoning could place more development closer to sensitive river areas. The committee voted to send the rezoning request to the full commission with a negative recommendation.

On animal control, Commissioner Epperson and volunteers described continuing coordination challenges among animal-control, local shelters and nonprofit rescue groups. Committee members and volunteers discussed producing a consolidated animal-resources brochure listing what each organization provides, and how to distribute it through animal-control vehicles, shelter facilities and social media. Volunteers said printing funds are limited and suggested seeking sponsorship or asking the county to print the brochures. Animal-control staff said forms for low-income assistance and standard spay/neuter requests are now placed in county animal-control trucks and at facilities; volunteers also reported ordering and donating a lockbox to permit secure drop-off payments at a clinic and asked county maintenance to install it.

Members of the committee heard an extended briefing from Director White, who serves on the governor’s Duck River task force, on regional water planning. White said the task force will deliver an interim report in November and described two items rising to the top: (1) raising the Normandy Dam (studies have considered raising it five feet) and (2) moving Columbia’s water intake downstream to a confluence area near Williamsport that engineers say would increase available supply without affecting downstream users. White and others discussed soil and turbidity issues that historically affected earlier Columbia dam proposals and noted the task force is also considering regionalized intakes to reduce redundant treatment and to address significant unaccounted-for water losses in some systems.

County staff briefed the committee on a broadband grant contract that is now signed and complete on the county side. The speaker said the contract and paperwork must next go to the finance committee and then be processed as a budget amendment before any grant funds can be released; that timetable means work on the project is unlikely to begin until October or November, with November singled out as a likely month to start. The county speaker also said staff will forward the paperwork to the finance committee soon so the amendment can be scheduled.

Other operational updates included a status report on the county’s Motorola radio system upgrades (a target cutover and additional engineering work were described, with a school cutover likely in December), jail population counts and capacity (the jail built capacity is 400 beds; recent population had ranged higher but had fallen closer to 186 on the day reported), and departmental procurement items such as a rescue truck for the fire department (staff said lead times could be 12–24 months depending on configuration). The sheriff’s report provided July enforcement statistics, including arrests, warrants served and drug-task-force seizures; the sheriff described drug-related seizures including multiple firearms and consignments of suspected fentanyl-laced pills.
