"If everybody is comfortable with this draft, we can let the staff put this RFP by Thursday," Garg said.

Director Melissa Potter and others noted that the RFP's use of minimum requirements and desired qualifications is intentional: minimum items screen for basic eligibility, while the desired‑qualifications rubric lets the board evaluate strengths across firms without excluding potentially strong proposers for narrow reasons.

The subcommittee indicated the posted RFP will include the solicitation schedule and evaluation criteria; staff will accept proposals and bring them to the board's review process under the timeline in the posted document. The board did not take a formal vote on the RFP at the retreat; the subcommittee asked for no objections before staff posts the solicitation. If the full board agrees, staff will post the RFP and begin vendor responses on the stated schedule.
