Cole County Commission actions: contracts, bids and executive session — Sept. 23, 2025
Summary

- Emergency purchase, Pringer Center door: Ratified emergency procurement to replace a failing exterior door at Pringer Juvenile Center (see fuller discussion in separate article).
- Assessor office rewiring: Approved engaging Meyer Electric to re-run 19 cable runs and move assessor network equipment to the Carnegie Building maintenance-room closet; quoted cost $7,320.
- Surplus funds from two tax sales: Authorized treasurer to transfer two excess proceeds ($47,006.46 and $40,002.33) to the collector's office for issuance of checks for 1510 La Ciena Court and 1115 Winston Court.
- General cleaning and janitorial services bids (RFP 2025-23): Commissioners voted to reject the bids for general cleaning and janitorial services and discussed limited interim coverage and whether public-works staff could handle some tasks.
- Executive session: Commission moved into closed session pursuant to Revised Statutes of Missouri §610.021, subsection (13), to discuss personnel matters.
Details and context
Several items saw brief staff presentations and limited commissioner questions before approval. The maternal-child health contract renewal and DevNet contract drew the most detailed staff explanation (DevNet discussion included the assessor's limited comparable-sales database). The EMS collection contract award included specific fee percentages in staff recommendation; staff said RTR Financial Services had a contract prepared.
For the janitorial bids, commissioners discussed rejecting the bids because of pricing and a single problem location; staff said an RFP for public-works-only cleaning would be posted and that the current provider had indicated some flexibility during the transition.
The meeting concluded with a motion to move into executive session on personnel matters under RSMo §610.021(13).
