Madison City board approves $29,000 change order and final SRF disbursements to close water project

The Board of Public Works and Safety of Madison City on Aug. 18 approved a $29,000 change order with M.W. Cole Construction and authorized two State Revolving Fund (SRF) disbursement requests that officials said will release final retainage and close the loan for the Division B water tanks and towers project.
The board approved “change order number 4 for Division B, M. W. Cole Construction” for $29,000. Brian, presenting the water project update, described the change order as tied to liquidated damages for missed deadlines during installation of the cathodic protection system: “It's a change order for $29,000 for liquidated damages due to delays with the association in association with installation of the cathodic protection system. They were imposed because they didn't meet their deadlines.” The board voted to approve the change order after members confirmed the amount represented negotiated credits and shared responsibility for some delays.
Brian also presented SRF disbursement requests that he said will clear remaining retainage and allow the city to close the SRF loan. The board approved SRF request number 6 (a final retainage release for M.W. Cole Construction) for $73,792 and SRF request number 7 (two Commonwealth invoices dated Aug. 15) totaling $9,367.06. Brian said that after those disbursements “the retainage amount will be 0, and we will close them out,” and that closing the SRF loan would allow the city to begin recovering funds.
Board members discussed that some schedule delays were not entirely the contractor’s fault and noted the change order was negotiated with city staff, the contractor’s representatives and other parties. A motion to approve the change order and the two SRF requests carried with the board voting in favor.
The actions approved are limited to the change order and the two SRF disbursement requests; no additional budget amendments or new project phases were authorized during the meeting. Brian said the approvals are “the final thing we do before we close them out.”
The approvals mark the nearing completion of the Division B work on the city’s water tanks and towers. The board did not provide a new project timeline in the meeting; retainage and invoice amounts were given as stated above.
