Staff seeks rezoning for new community services complex; rezoning would centralize city departments

Planning staff presented a rezoning request for a site to be developed as a consolidated Community Services Complex and asked the Planning Commission to review alignment with the city’s comprehensive plan at the Aug. 25 work session.

Development Services staff described RZN 18808-2025, a request to rezone a property from R-2 and C-3 to Institutional Campus (IC). Staff said the city’s comprehensive plan, Spring Hill Rising, provides goals supporting investment in community facilities and intergovernmental coordination, and supplied excerpts applicable to the property. The proposed IC district is intended to accommodate larger public and private educational facilities, cultural facilities and governmental uses. Staff noted the site is the planned future location for a community services complex that would centralize departments such as public works, fleet, water distribution, sewer collection, IT, GIS, capital improvements, planning, engineering, codes, utility administration and material and vehicle storage.

Staff also referenced Resolution 24-A-114 as outlining the future uses for the site and said a portion of the site is considered critical infrastructure and therefore exempt from the city’s current sewer moratorium; sewer systems and supporting facilities would be incorporated into the project. Staff emphasized the rezoning aligns with downtown objectives in Spring Hill Rising and said consolidated city services would be more convenient for the community. The commission received the staff report; no public comment was offered on this item at the work session and no formal vote was taken.
