Evansville council approves multiple rezones and animal-control changes; finance transfer tabled
Summary
At its Aug. 25 meeting the Common Council adopted four rezoning ordinances and an animal-control ordinance, tabled a finance appropriation ordinance, and passed the wheel tax; several items included conditions or UDC filings.
The Evansville Common Council on Aug. 25 considered multiple ordinances in addition to the municipal wheel tax adopted earlier in the evening. The council adopted four rezoning ordinances, approved amendments to the animal-control code, and tabled a finance appropriation ordinance to a later meeting.
Area Planning Commission staff and applicants presented each rezoning with staff findings and conditions. Where APC recommended conditions the council received filed Unified Development Code (UDC) documents limiting uses or unit counts as specified.
Highlights and formal actions at the meeting:
- Ordinance R 20 25-19 (642 Benninghoff Avenue) — Rezoned property to R-3 to recognize an existing four-unit multi-family building; APC recommended approval conditioned on filing a UDC limiting the use to four units. The applicant filed the UDC Aug. 7. Council adopted the ordinance by roll call 9–0.
- Ordinance R 20 25-20 (2230 West Maryland Street) — Rezoned property to R-2 (single-family residential) consistent with the 2035 future land use map and APC recommendation. Council adopted the ordinance by roll call 9–0.
- Ordinance R 20 25-21 amended (1922 West Indiana Street) — Rezoned to allow up to four residential units following APC recommendation and a filed UDC (filed Aug. 18). Applicant and owner provided testimony describing rehabilitation of historic structures. Council adopted the amended ordinance by roll call 9–0.
- Ordinance R 20 25-22 amended (1701 North Heidelbach Avenue / Crawford Door site) — Rezoned a former warehouse site to C-2 with a proposed mixed-use residential redevelopment of approximately 136 units. APC recommended approval; the UDC attached to the request prohibited certain disfavored uses (liquor stores, gas stations, tobacco-only retailers, salvage yards). Council adopted the amended ordinance by roll call 9–0.
- Ordinance G 20 25-18 (amending Chapter 6.05 on animal control) — The council adopted amendments clarifying trap-neuter-return (TNR) language and expanding certain tools for Evansville Animal Care & Control; Kendall Paul of the Vanderburgh Humane Society spoke in support. Council adopted the ordinance by roll call 9–0.
- Ordinance F 20 25-10 (transfers and additional appropriations) — A motion to table the ordinance carried; the item was tabled to the Sept. 8 meeting.
Council received the Area Plan Commission report for Aug. 25 and acknowledged several consent items earlier in the meeting. No resolutions were on the docket.
Ending: The council approved the rezones and animal-control changes unanimously, tabled a finance appropriation item for further consideration, and finalized the wheel tax measure passed earlier in the meeting.
