Council ratifies emergency sewer repair, approves contracts and multiple code decisions; pool encroachment continued

The Town of Greenwood council on Aug. 18 approved several routine and time‑sensitive items, including ratifying an emergency sewer repair, authorizing facility and landscaping contracts, and resolving multiple code‑enforcement and utility‑maintenance matters.

Emergency sewer repair: The council ratified a contract to repair an emergency sewer line at 566 Fry Road with a not‑to‑exceed amount of $250,000 and declared the work an emergency to allow immediate excavation and repair. The motion included the contractor name (Patriot Excavating) in the record and passed by voice vote.

Sanitation and facility contracts: The council approved a $9,456 contract with a vendor to crack‑seal the Greenwood DPW employee parking lot and approved a not‑to‑exceed $25,000 contract with Dozer Landscape Contractors for plant material replacement and other facility services. The sanitation utility was authorized to move forward with proposals from XRCD and to have the deputy mayor sign the scope to begin work now with planned repayment to the sanitation utility via bonds later this year.

Subdivision and construction waivers: The council accepted infrastructure and maintenance guarantees for Holly Springs Section 2 (sidewalk/pathway acceptance and minor erosion items) and approved acceptance and execution of an inspection and testing agreement for Eagle Springs Section 1 sanitary utility. The council also granted three waiver requests for Scottsdale Estates (storm sewer cover and related minor cover/stacking waivers) after engineering staff recommended approval.

Code‑enforcement and property actions: The council recorded a final action order regarding Elvin Campbell as a nuisance, approving the previously requested enforcement action. Several grass‑cutting and abatement matters were decided: one owner (2637 Spurlock Lane) received a partial waiver reducing an outstanding mowing charge (motion to waive $2.50 of $5.70, payable within 15 days); the waiver request for 1083 Cherry Tree Lane was denied; the resident at 572 Shady Creek Drive (Dowell) was granted a 30‑day extension to pay a $635 mowing charge on condition of no new violation; and the council approved a $180.87 reduction to a Horton Street sewage/sanitation bill as requested by the homeowner, with the balance to be paid within 30 days.

Easement, fence and pool items: The council approved two fence encroachment requests with standard conditions and continued the request for a permanent in‑ground pool and concrete deck at 532 Butterfly Circle so applicants could obtain a written statement from AES Indiana (formerly Indianapolis Power & Light) addressing a large utility easement shown on the plat. Staff offered to assist the applicant in contacting the utility.

Administrative items: The council approved seven operation and maintenance manuals for water‑quality facilities and authorized the mayor or deputy mayor to sign them. The board also approved minutes of the Aug. 4 meeting and several routine consent items.

Ending — Several items required follow‑up (utility confirmation for the Butterfly Circle encroachment; engineering recommendations for stormwater issues discussed separately by homeowners). The council approved the presented contracts and enforcement actions by voice votes.
