Sarpy County adopts six-year road program and approves Giles Road construction contract

The Sarpy County Board of Commissioners on Tuesday approved the county's one- and six-year road program for fiscal 2026 through the planning horizon and awarded a construction contract for a segment of the Northwest Sarpy road network.
Deputy County Administrator Scott Bovec told the board the six-year program depends on a mix of cash on hand, the county's highway allocation, development contributions, state bridge and buyback funds, MAPA (Metropolitan Area Planning Agency) grants and staggered bonding. Bovec said the program includes about $298,000,000 in available funding for projects over the next six years and that the board has set a self-imposed limit: annual debt service on bonds at no more than 100% of the county's annual highway allocation.
Major projects listed in the program include a $113,000,000 allocation for the South Sarpy Expressway (planned off-alignment with Platteview Road left as a frontage road), $14,000,000 for intersection and pavement work on Platteview Road, $19,000,000 for ongoing design and an interim railroad-bridge project on 160th Street, and funding for the North Mesarpe (sic) rural road network. Bovec said MAPA has identified approximately $27,000,000 in fiscal 2031 federal funding that could be used with local match for the 160th Street corridor.
Bovec also described an annual programmatic set-aside for bridge work and maintenance: roughly $1,500,000 per year budgeted for bridge replacement/maintenance and about $500,000 per year for concrete panel repair, plus annual asphalt overlays and a $2,000,000 yearly construction contingency.
Commissioners discussed bridge needs for aging structures, and Bovec said many of the highest-priority bridges have been addressed in recent years, that some bridges were included in larger projects or annexed to cities, and that the county will continue to seek state bridge-match funding.
On a related procurement item the board awarded the low bid for the Giles Road segment of the Northwest Sarpy road network (project C7725-14) to the lowest responsive bidder at $1,381,198.40; county staff said six bids were received and the engineer's estimate was $2,062,860. The board noted the project is time-sensitive because nearby detours and closures require Giles Road and Cornhusker Road to be reopened to traffic by the end of the year.
The board opened and closed the public hearing on the one- and six-year program with no public comments and then approved the program by motion. Both the six-year plan and the contract award carried with unanimous votes of commissioners present; Commissioner Kelly was absent.
Bovec thanked county engineering staff, city partners, consulting engineers (including JEO) and private developers for coordinating work on the program.
