Health Service Board approves minutes, committee slate and RFP blackout period

The San Francisco Health Service System Board on Aug. 14 unanimously approved three procedural items: the June 12 meeting minutes, the slate of committee assignments for the 2025–26 fiscal year, and a blackout period tied to an upcoming competitive procurement for flexible spending accounts, COBRA and AB 528 administration.

The board first voted to approve the June 12 regular-meeting minutes after a short public-comment period. President Howe called for the vote and commissioners present voted in the affirmative; the chair declared the minutes approved.

The board then considered nominations for two standing committees. President Howe nominated and the board approved the finance committee slate naming Commissioner Howard as chair with Commissioners Vallejo and Kremen as members, and the governance committee with Dr. Wilson as chair alongside Commissioner Guevara and President Howe. A motion to accept the proposed committees was moved and seconded and passed by roll call.

Later in the meeting the board voted to adopt a blackout period, effective Aug. 14, 2025 through June 2026, to govern external communications related to the pending request for proposals for administration of flexible spending accounts (FSAs), COBRA and AB 528 continuation coverage. Contracts manager Michael Visconti said the blackout is standard board practice to protect procurement integrity and to avoid improper communications with potential bidders. The motion to adopt the blackout period carried on a roll-call vote.
