Committee approves adding county surveyor review fee to CSM process; measure to go to finance and county board

The Richland County Natural Resources Committee voted to forward a proposed change to the fee schedule that would charge landowners for county surveyor review of certified survey maps. Staff said the county surveyor’s office requires payment for reviews and recommended recovering that cost by adding a per-review charge to the CSM fee.
Staff described a proposed fee structure that includes a minimum fee and $20 per lot with an additional $200 to cover the county surveyor’s review. The proposal would amend the county fee schedule; staff said the change must go to the finance committee and then to the county board for final approval.
Committee members said they were uncomfortable having zoning staff sign off on survey work when the county does not employ surveyors to perform technical review. Staff said the county surveyor will perform reviews under contract, and the county will pass that charge to the landowner to ensure certified surveys are accurately reviewed before approval.
A motion to refer the proposed fee change to finance and the county board carried by voice vote. Staff advised the committee that about a dozen CSMs had been submitted so far this year, and that the new fee would help ensure timely, qualified technical reviews.
