The Trousdale County Planning Commission approved the final plat for a major subdivision on Highway 25 known as Hillview Farm, clearing the way for eight lots to be auctioned pending recording.
Jim, representing Hillview Farm, told the commission the subdivision includes eight lots and that a fire hydrant will be required. "We have 8 lots, and I'll be glad to answer any questions you might have," he said. Jim also said Hillview Farm encompasses about 35 acres between two roads, and that roughly 90 to 100 acres lie across the Old Highway.
Planning staff reviewed the final plat and recommended approval. Staff member Amanda told the commission, "The final plat meets all of the criteria on the final plat checklist, so staff recommends approval."
Commissioner discussion raised stormwater concerns. Rosalie, planning staff, noted that subdivision regulations are the county rules that address stormwater and asked the commission to ensure due diligence before approval. Jim responded that stormwater controls are not typical for individual lots on existing roadways. Commission members discussed grades on the lots and whether runoff had been a problem in prior heavy rains.
Chair (unnamed) recused from the vote, stating he was one of the owners of the property. Commissioner Welch moved to approve the final plat; Commissioner Harper seconded. The motion passed with five votes in favor and one abstention/recusal. The transcript recorded the outcome as "Does pass with 5 yeses and 1 abstention. For cause." The commission record indicates that the plat has been reviewed across multiple months and that required infrastructure items, such as the fire hydrant and waterline access, were discussed.
The commission's approval was for the final plat checklist criteria; any future site development will remain subject to subdivision regulations and required infrastructure improvements.
