Brandon Jennings of Swissvale addressed the board during public comment on Aug. 13, saying his neighborhood experienced a reassessment tax-bill problem that led to a collections notice.
Jennings said he and other residents did not receive a tax bill after a reassessment and only learned of the balance when they received a collections notice. He said Swissvale borough officials later waived penalties and reimbursed residents for the fees, but that the district’s tax office had not initially responded to his outreach. Jennings said he provided the district with paperwork documenting the case and asked whether the board could offer recourse; he said he received a general citation to tax law when he asked for guidance and called that response condescending.
Board staff told Jennings they would follow up and collect his contact information to look into the case. The board did not take formal action during the meeting on the issue.
Why it matters: individual taxpayers looking for refunds or penalty waivers must often work across borough and school-district offices; Jennings’ account highlights local administrative coordination issues and the importance of clear billing and notification processes.
