Community Housing Solutions executive director Pam Schulerman told the committee the nonprofit has operated for 53 years and “serves Cuyahoga County.” She described the agency’s mix of services and said its clients are largely older adults on limited incomes: “In 2024, we worked on 519 homes in Cuyahoga County,” she said, adding that “our average homeowner is 86. 86% are over the age of 60 and their average income is 19,000.” Schulerman also said CHS had a “success rate of 95 percent of keeping people in their houses.”
The funding before the committee is part of a District 11 American Rescue Plan Act community grant allocation that, if approved by the full council, would be used for CHS’s home‑repair program. Schulerman said the organization targets critical repairs—roofs and safety modifications—and pairs construction work with occupational‑therapy assessments so homes are fitted to residents’ daily needs.
Committee members asked about outreach and referrals. Councilman Schlepper asked “what is the best way for us on council to connect with your team,” and Schulerman provided a phone number for intake and said CHS helps applicants navigate property‑tax issues and payment plans by connecting them to counseling: “We will pick up the phone and we'll call the Treasury Office if we have to and try to, really have that person centered conversation.”
Committee members also asked about CHS’s greatest need; Schulerman said funding stability was the principal constraint, and explained CHS layers multiple funding sources to cover larger repairs.
After questions, a committee member moved the resolution out of committee for second reading; the motion was seconded and approved by voice vote.
