Committee moves favorable on homestead property tax credit ordinance for 2026 taxable year

CB 74‑2025, an ordinance concerning the Homestead Property Tax Credit, was considered by the Government Operations and Fiscal Policy Committee on Sept. 25.
Staff presented the bill and explained that, pursuant to Section 9‑105(e) of the Property Tax Article of the Annotated Code of Maryland, Prince George’s County must establish a homestead property tax credit percentage for the taxable year beginning July 1, 2026. The draft before the committee would set the county’s homestead property tax credit percentage at 103% for that taxable year.
Policy analysts and finance staff said the bill would have a modest fiscal impact on the county resulting from increases in the assessable tax base; the county’s homestead property tax credit percentage would remain 103%. The Office of Law reviewed the draft and found it legally sufficient. County Executive representatives indicated no negative position and said agency staff were present to answer technical questions.
A motion to move the bill favorably was made and seconded; the committee voted 3‑0 to report CB 74‑2025 favorably out of committee.
What’s next: CB 74‑2025 advances from committee with a favorable recommendation. The bill would apply to the taxable year beginning July 1, 2026, if enacted by the council.
