Grant County commissioners approve routine claims, reject EMS garage bids and order rebid; adopt stop-sign ordinance

Grant County — The Grant County Board of Commissioners meeting on Aug. 4, 2025, ratified routine financial items, rejected all bids for a planned EMS garage and authorized a rebid with cost‑saving changes, adopted a stop‑sign ordinance for a county intersection, and approved multiple personnel and board appointments.

The board voted unanimously to ratify previously submitted claims and payroll and to approve minutes from June and July sessions. Commissioners also approved two preapproval claims: $128,705 to Hide Excavating and $29,672.50 to BCS Management. The board authorized a payroll pay date of Aug. 1, 2025, with gross payroll of $690,156.83 and approved current claims dated Aug. 4, 2025, with a grand total of $1,501,868.09.

Why it matters: Routine financial approvals keep county operations funded and allow contracted projects and payroll to proceed. The rejection and rebid of the EMS garage could delay the capital project but was taken after county staff determined received bids exceeded budgeted or expected costs.

Bids for EMS garage rejected and rebid authorized

County legal staff and the commissioners reviewed bids submitted for construction of a new EMS garage and concluded the proposals were above the county's available funding. "The bids are out of our price range; it's the easiest way to say it," county counsel told the board during the bid opening discussion.

The board first voted to reject all bids and then authorized staff to rebid the project with revised parameters intended to reduce cost. Both motions carried on voice votes.

Central dispatch staffing, training and equipment updates

John Hicks, the county's central dispatch lead, told commissioners the dispatch center currently has 15 full‑time dispatchers and six part‑time employees and expects one trainee to complete training and operate independently in the coming weeks. "We're currently with the 15 full time dispatchers, 6 part timers," Hicks said.

Hicks also described a planned training trip for six dispatchers to an "Expect the Unexpected" class in Rensselaer, Ind., and requested permission to rent a 15‑passenger van from a vendor if the sheriff's office cannot provide transport. The board approved the travel arrangement.

Hicks reported that push‑to‑talk equipment using FirstNet has been installed and the county is awaiting AT&T provisioning so the system can be used to connect the radio system over Wi‑Fi or cellular connections.

IT and EMS/highway internet options

County IT staff briefed the board on options for providing more reliable internet to the EMS/highway building. The presenter reported the county could save about $2,472.40 per month by moving an internet circuit currently paid from the commissioners' budget. Multiple vendor options were discussed, including Spectrum (commercial fiber), Sterling Business, and Starlink; staff said each option had tradeoffs in speed, reliability and cost.

Highway department and Community Crossing program

The highway superintendent reported ongoing chip sealing work in several townships and that County Road 950 South is back open. He told commissioners the state's Community Crossing program is changing its cycle: instead of two calls per year the program will appear to offer one call this year (Oct. 1'31) and the statewide allocation appears smaller than in prior years. He said he will bring specific bridge and road project priorities to the board for the upcoming application window.

Stop sign ordinance approved

The board adopted Ordinance 10-2025 establishing a four‑way stop at the intersection of County Road 300 West and County Road 200 South, often referred to in the meeting as Roseburg Pike, after a motion from Commissioner Poling and second from Commissioner Stewart. Commissioners discussed a plan to install warning signs, coordinate with Emergency Management Agency staff on sign placement and publicize the change on county social media. "We'll put it on Facebook and everything else so everybody knows as much as they can," a commissioner said when describing public notification and signage plans.

Appointments and contracts

Commissioners approved a one‑year (with a six‑month review referenced in the discussion) legal services agreement with county counsel and approved that the chair be authorized to sign grant applications when short timelines prevent waiting until the next meeting. The board appointed:
