Marvin presented the petition on behalf of the township trustee and county commissioners and recommended the board consider the request. Trustees discussed that expansion is primarily a forward-looking administrative step to accommodate anticipated growth along corridors such as State Road 231 and near planned commercial sites, including a truck stop and other developments.
Board members and staff stressed limits: the expansion does not obligate property owners to connect immediately. The board referenced the district’s original sewer ordinance, which requires connections only when a parcel falls within 300 feet of an existing sewer line. Trustees said most properties along the discussed corridors have setbacks greater than 300 feet, and that the practical effect will depend on where sewer mains are later installed.
Trustees also said the cost to extend service to any new client would typically fall on the party seeking service — for example, developers or large facilities would pay hook-on fees and the cost to extend mains rather than shifting those costs to existing customers.
The board moved to accept the Taylor Township trustee and Greene County commissioners’ application to expand the district to all of Taylor Township; the motion passed by voice vote.
Ending: The expansion clears an administrative step for future service extensions. The board said decisions about specific mains, hook-on fees and timing will come later and will be guided by plant capacity, engineering studies and developer proposals.
