Portland district accepts Oregon literacy grant funding totaling $2.2 million expected over the year

Portland Public Schools’ Board of Education voted to accept state-administered federal grant funding to support literacy programming from birth through 12th grade and approved a revenue contract at a special meeting Sept. 18.
Chair Wong announced that the district had been awarded the Oregon Comprehensive Literacy State Development Grant administered by the Oregon Department of Education and said, “This means that we will have $2,200,000 of additional funding to support PK through 12 literacy activities in PPS over the next year.” The board adopted resolution 7176, authorizing acceptance of the initial allocation and delegation of authority for the revenue contract, by a vote of 6 to 0.
District staff explained that the first-year allocation being approved technically covers the 2024–25 school year and may be carried over and spent through Sept. 30, 2026. Staff also told the board they expect a second allocation of approximately $1,100,000 to arrive in the next month; together the two allocations are expected to total about $2,200,000 to support early childhood through high school literacy interventions and programming.
Board members emphasized that the funds should be used to reach students whose reading results declined, citing parent concerns about students who lack access to private tutoring. A director asked that schools that experienced drops in reading scores be prioritized for in-person tutoring and assistance.
Director To Pass moved adoption of resolution 7176; Director Englesman seconded. The motion passed by voice vote, recorded as 6–0 in favor.
The resolution authorizes acceptance of the grant funding and delegation of contracting authority to implement the program expenditures for the district; staff said further contract amendments will come to the board when additional allocations are received.
