Dredging at Bender Park appears in transfer packet; board rejects effort to pull item for separate vote

Milwaukee — An appropriation transfer packet considered on Sept. 18 included a $100,000 transfer to dredge the boat-launch area at Bender Park. The inclusion prompted extended debate and a failed effort by some supervisors to separate the Bender Park line item from the packet for a standalone vote.

Supervisor Stephen Shea asked why the dredging item was included after the board had previously voted against a stand-alone dredging request. Supporters, including Supervisor Taylor (chair of the capital improvement committee), said the request is tied to a previously adopted 2024 capital project and that permitting and scheduling delays left remaining funds to be transferred now so the project can proceed.

Supervisor Balinski and others voiced concern that committing money without a full current budget picture risked displacing funds needed for operating deficits. A motion to pull the dredging item (c1) out of the transfer packet failed on a roll call (3 ayes, 15 noes). The clerk then called roll on adoption of the full transfer packet; the packet passed (18-0).

Why it matters: The Bender Park dredging item touched on competing priorities: infrastructure and waterfront safety versus broader operating needs. The failed motion to divide the packet left the dredging money included in the larger set of transfers.

What happens next: With the packet adopted, the county will proceed with administrative transfers and planning for Bender Park dredging consistent with the capital project funding. Supervisors who objected said they would raise the issue again during the budget review process if necessary.
