Chattanooga officials detail multi-agency flood response, identify gaps for recovery and federal aid

City officials described a multi-department response on Oct. 25 to an intense, localized rain event that produced flash flooding across parts of Chattanooga, led to dozens of rescues and one fatality, and prompted ongoing recovery and damage assessment.

Brian Smith, the city meteorologist, told the council the storm produced periods of extreme rainfall intensity that were “very rare” for the area, with localized rain rates the presentation described as 6 to 9 inches per hour and a multi-hour accumulation that exceeded historic events. Smith said the National Weather Service had not issued a flash-flood watch before the cell stalled over parts of the city and that the storm’s slow motion and tropical moisture produced unusually heavy short-term rainfall.

How the city responded: Fire, police, public works, wastewater and emergency management personnel activated an incident command structure aligned with the National Incident Management System (NIMS).
