Thurston County to issue RFP for stormwater utility rate design and financial advisory services

“This is a request to issue an RFP for stormwater rate design and financial advisory services. The study will evaluate revenue requirements to provide funding for necessary stormwater programs,” Reese said. She said the objectives include minimizing rate volatility, aligning the rate structure with best practices, and creating an equitable, user-friendly structure.
Reese said the study builds on a recently completed surface water utility comprehensive study briefed to the board on Aug. 5. She estimated the work would take about six months, with study completion in 2026, and that the work would be funded through the stormwater utility fund.
No formal approval was recorded in the agenda-setting transcript; staff requested that the item be included on the upcoming consent agenda for the commissioners to authorize issuance of the RFP.
