Thurston County schedules public hearing Oct. 7 on six-year transportation improvement program

Thurston County Public Works asked the Board of County Commissioners to set a public hearing on Oct. 7 to take testimony on the county’s proposed six-year Transportation Improvement Program (TIP) for 2026–2031, a planning document required under state law.
Matt Huntsman, Thurston County engineer, told the commissioners the public works department is requesting that the board set a public hearing for Oct. 7 to receive testimony and consider the proposed six-year Transportation Improvement Program for calendar years 2026 through 2031.
“Public works is requesting the board of county commissioners, set a public hearing for 10/07/2025, to formally receive testimony and consider the proposed 6 year transportation improvement program, AKA the TIP, for the calendar years 2026 through 2031,” Huntsman said. “Pursuant to RCW 36 81 1 21, the board is required to adopt a TIP each year.”
Huntsman described the TIP as a planning document that guides transportation improvements, lists prioritized projects with costs and funding sources, and addresses any critical findings in the annual bridge index. He said, once adopted, the TIP helps satisfy legislative requirements for transportation growth management and for distributing state and federal transportation dollars.
No formal public hearing or adoption occurred at the Aug. 26 agenda-setting meeting; the transcript records only the request to set the hearing date. The board instructed staff to place the hearing for Oct. 7 on the calendar so the board may formally receive testimony at that meeting.
