Cookeville approves change order for energy department site work, adds contingency for permit remobilization

The Cookeville City Council on Aug. 21 approved a change order for site work at the city’s new energy department facility and authorized an additional contingency for potential remobilization tied to permit timing.
Mister Haney told council W&O Construction received five bids and Clark Excavation was the low bidder at $1,936,875 for the site-work phase. Haney said the change order as presented, which includes contingency and bond amounts, totals $2,356,132.35; he said staff requested an additional $15,000 in case the contractor must remobilize if an ARAP permit’s timing requires it, producing a potential total of $2,371,132.35.
Councilman Gilbert moved to approve the change order; Vice Mayor Eldridge seconded. The council voted 5-0 to approve.
Haney said the work is being completed in three phases and that phase 1 (building pad) has a completion date of Nov. 10 as shown in the project materials. He recommended approval and said public works, energy and water-quality reviewers had examined the plans.
