Commission staff had placed the application on the consent agenda because there was no public opposition and no commissioners registered objections to the staff recommendation. As the commission explained at the start of the hearing, items placed on consent are approved in a single motion and are concluded for the commission’s purposes; applicants proceed directly with planning staff for follow-up.
The commission also approved minutes from its July 12 meeting earlier in the session; Chair Bjornberg recorded an abstention on those minutes. The meeting record notes Commissioner Corrado arrived before the consent vote was taken.
