Administration unveils enterprise reporting template to give trustees monthly, quarterly view of budgets and program progress

Office of Hawaiian Affairs administrators presented a proposed enterprise reporting template designed to give trustees monthly, quarterly and annual visibility into budget spend-down, vacancies and programmatic performance across all program areas.
Kapuhana Stacy Ferreira and strategy consultant Parker Spencer walked trustees through the spreadsheet-style template, which pairs budgetary figures (budgeted amounts, current available funds, and percent spent) with key performance indicators (KPIs) under three enterprise headings: OHA as employer of choice; operational processes and infrastructure improvements; and executing transformational programs and services. Each program line includes a planned and actual column for fiscal-year KPIs, a narrative field for qualitative context, and quarterly unlocks to track progress over time.
Parker Spencer said the design mirrors variance reports used in other public agencies: budgetary spend‑down figures would be populated from fiscal available-funds reports; programmatic KPIs would be supplied by directors and managers; and Grace Chen (finance) would cross-check numbers before reports are locked. The plan calls for monthly updates with a one-month lag and a target to deliver a July–August report for trustees at the committee meeting on Sept. 17, 2025.
Trustees asked for specific uses of the report. Trustee Lindsey asked whether it would include deliverables as well as financials; staff confirmed it covers both. Trustee Akaka and others asked for visibility into grants and the land portfolio; administrators said grants-level or property-level detail can be provided in supplemental reports while the enterprise template will provide a high-level, consistent view across all PAIA divisions.
Administrators said directors will provide KPI baselines for fiscal 2026; planned figures will be locked and actuals updated monthly so trends and variances are visible. The report will live in a centralized Teams folder accessible to trustees and locked to prevent unauthorized edits.
Trustees gave generally positive feedback and several members commended the administration for the template. Administration will return with finalized KPIs and a first combined report for the September committee meeting.
