OHA trustees approve position title edits, salary changes and $155,000 signing-bonus budget

The Office of Hawaiian Affairs board of trustees on a unanimous vote approved revisions to several staff position titles, changes to three salaries and a $155,000 signing-bonus budget for fiscal year 2026.
The trustees adopted the first motion to rename four positions previously approved under BOT 25‑51: GIS Analyst to Geographic Information System Administrator; Wapakilo and Kipuka Systems Administrator to Digital Archive System Administrator; NH Databook Systems Administrator to Native Hawaiian Data System Administrator; and Commercial Property Agent to Investment Land Asset Manager.
The board then approved salary-budget adjustments for identified positions effective July 1, 2025. The action adjusted the listed amounts for three roles: Beneficiary Services Agent (from $66,876 to $62,904), Director of Technology Services (from $113,736 to $139,656) and Grants Officer 3 (from $78,312 to $69,600). Trustee Lindsey asked for clarification that the Beneficiary Services Agent change applied only to the Hawai‘i beneficiary services agent; staff confirmed it was limited to that Hawai‘i position.
Finally, trustees voted to approve a $155,000 signing-bonus allocation for fiscal year 2026, to provide $5,000 each for 31 vacancies listed in the attachment; the use of the funding is subject to final approval by the OHA administrator, Stacy Barrera.
"I just wanna clarify that this motion is only to change wording and not anything else," Trustee Lindsey said during discussion; trustees did not request additional substantive changes to the proposals before voting.
All three motions passed on roll call; trustees recorded their approvals individually during each vote. The actions were presented by Kapuhana Stacy Ferreira and staff and discussed briefly before votes were called.
Next steps: staff will implement the title changes and updated payroll lines and, contingent on final administrative approval, post or distribute signing-bonus funding as authorized in the motion.
