Eric Holston of Sanitation described the station's role and requested approval of the substitute change order; the committee approved the item by voice vote.
Commissioner Terry asked whether the county had considered acquiring ownership of fueling infrastructure; Zach (county staff) said there have been conversations for about a year but no proposal ready to present to the commission. Staff said discussions would continue during the extended contract term and the county could bring a purchase or other long-term proposal forward if appropriate.
Committee members also asked how the county's planned renewable-gas facility (landfill methane capture) might interact with fueling for sanitation trucks. Staff said the renewable facility would inject gas into a system and the county would effectively replace what it puts in with the same amount taken out, leaving open potential for the landfill capture system to supply or offset fueling in the future.
Motion and outcome: a commissioner moved to approve item 2025-1065 (substitute); the motion was seconded and approved by voice vote.
Clarifying details: the change order was described as a sole-source increase for AFS, with an amount "not to exceed $700,000" for the change order and a referenced total of $1,870,080 as the substitute total in the meeting record. The county said the overwhelming majority of fueling under the contract supports trash trucks and that staff continue to pursue longer-term options.
Next steps: staff will continue discussions with AFS about long-term ownership or alternative arrangements and monitor the county's renewable-gas project to identify synergies with fleet fueling.
