The City of Oshkosh Plan Commission approved a conditional‑use permit for a 2,275‑square‑foot vehicle service facility on Ripon Lane, voting 6‑1 in favor.
Staff described the site as a half‑acre vacant parcel in the Suburban Mixed‑Use (SMU) district and said the proposal meets setback, parking, impervious surface and landscaping requirements. The applicant’s preliminary design calls for a three‑bay garage, a single Ripon Lane driveway, a six‑foot privacy fence and evergreen screening along property lines adjacent to residences.
Applicant representative Bob Mach said the building will function as a small auto‑service garage, not a salvage yard, and estimated about two to three vehicle trips per hour during operation. “There won't be any long term storage of inoperable vehicles on the site,” Mach said.
Commissioners asked about traffic and landscaping enforcement. Staff said transportation review did not identify conflicts for the projected small traffic volumes and noted landscaping requirements are enforced primarily through code enforcement and complaint investigation—dead or removed plantings are typically replaced when identified.
Neighbors and commissioners expressed some concern about noise if service bays operate with doors open; commissioners said final site plan review and operational controls could address hours or other mitigation if needed.
The Plan Commission approved the conditional‑use permit and will require final site plan compliance and any needed design adjustments during the building permit process.
