Washoe County commission approves routine donations, consent items and appointments; amends gas-franchise remittance procedure

The Washoe County Board of County Commissioners took a series of routine votes Aug. 19, approving donations, consent agenda items, several administrative appointments and an administrative change to how local gas‑franchise fees are remitted for public education.

Donations and consent: The board unanimously approved three donations moved by Commissioner Jeannie Herman and seconded by Commissioner Richard Andrea (mover/second recorded in the meeting): the transfer of a motor grader from the City of Sparks to support county roads, a donation from the estate of Victor George Butcher to the public defender's office (amount not specified in the record), and a $50,000 grant from the Fisher Global Foundation to purchase a multi‑year DroneSense software subscription. The full consent agenda, containing 20 items, passed by unanimous vote.

Franchise fee remittance: On item 15 the board approved a legal change required by state law to remit 2% of net southwest gas franchise revenues to the Nevada State Treasurer for the benefit of public education rather than routing the funds first through the Washoe County Treasurer to the Washoe County School District. Interim County Manager Kate Thomas told the board this is a statutory change; the motion passed unanimously.

Appointments and boards: The board selected two commissioners to serve as the county's representatives on the study board created by Senate Bill 319 to explore consolidation of fire protection services. The commission voted 3–2 to appoint Commissioner Garcia and Commissioner Andrea to the study board; Vice Chair Jeannie Herman and Commissioner Clark were recorded as voting no. The board also unanimously appointed Christy Marchese to the public seat on the Washoe County Advisory Board to Manage Wildlife for a term retroactive to July 1, 2025, through June 30, 2028.

Ordinance: On second reading the commission adopted Ordinance 1742 to extend a final‑map recording deadline for the Sun Mesa tentative subdivision (WTM04‑001), approving an amended development-agreement deadline to April 28, 2026. The ordinance passed on the second reading by unanimous vote.

Ending: Most items on Aug. 19 were routine and passed unanimously; the two exceptions were the 3–2 vote on which commissioners would sit on the SB 319 study board, and the multiple public commenters who urged additional scrutiny of a pending Homeland Security grant related to the county detention center (see separate coverage). The county manager and staff will carry out the administrative steps tied to the approved items and return to the board with required reports or informational updates as necessary.
