Wilson County Board approves playground mulch contract, mental‑health plan and nominations; enters closed session

At its Aug. 18 meeting, the Wilson County Board of Education took several unanimous procedural and administrative votes, including approving a contract to supply playground mulch, adopting a district school mental‑health plan covering 2025–2030, and forwarding nominations to the North Carolina School Boards Association. The board then approved a motion to go into closed session citing North Carolina statutes and federal student‑privacy law.

On a motion made and seconded in committee, the board approved a contract with Moy Fence Company to supply playground mulch for all district playgrounds in the amount of $130,774. The administrative-services committee presented the contract for approval; the motion was described on the record as recommended by administration. The motion was moved by Mister Breen and seconded by Dr. Fitch and Mister Batts; the board recorded the motion as carrying unanimously.

The Instructional Services Committee presented a five‑year school mental‑health plan covering 2025 through 2030. Board members nominated Beverly Boyette for the Raleigh Dingman award and Deborah Powell for the Champion of Education award; members also voted to nominate the district’s Racing to Success summer program for the Innovation and Excellence in Public Education award. The nominations were moved and seconded and recorded as approved unanimously.

Before adjourning the open portion of the meeting, the board voted to enter closed session “to consider confidential personnel matters, to consider confidential student matters and to consult with the board attorney to preserve attorney‑client privilege,” citing North Carolina General Statute 143‑318.11 (closed‑session statute), provisions cited in the meeting that address personnel and student‑privacy exceptions, and the Family Educational Rights and Privacy Act (20 U.S.C. 1232g). The motion to move into closed session was made by Deborah Powell and seconded by Beverly Boyette and carried unanimously.

Several other contracts were reported for information only, including a $37,500 contract with Wheeler Electric Company for winterizing outdoor restrooms and a $34,330.80 contract with Smith and Company for rental bleachers; these were presented as committee notifications and not acted on by the full board at the meeting.
