Hayden holds joint workshop on comprehensive plan; council and planners debate how to protect rural land

Hayden City on Wednesday held a joint City Council and Planning & Zoning Commission special workshop focused on drafting a new future land use map as part of a comprehensive plan update. Donna, the planning staff member leading the session, reviewed five primary land-use categories and two overlay districts and asked council and commissioners to mark the city map with preferred future uses.

The session was presented as an exercise: staff gave participants printed maps and asked them to pick five colors to represent residential, public recreation, mixed commercial, light industrial and general commercial. Donna said the maps and related plans — including a central business overlay, a critical natural areas map, water district and school district service-area maps — “are components of the comprehensive plan” and are generally kept in the plan’s appendix. “The future land use map is driven from the plans, goals, and policies,” she said.

Why it matters: the workshop is intended to align the high-level future land use map with the council’s goals and policies before staff prepares formal plan text and zone-code amendments. Council members repeatedly pressed staff for clarity about how the high-level map would affect zoning and property owners, and whether the map would protect existing agricultural or rural uses from near-term development.
