Council members Larry (last name not specified) and Trinity (last name not specified), the Sierra Vista Community Center ad hoc committee, reported to the Colfax City Council on Aug. 13 that they are negotiating a more comprehensive agreement with the Sierra Vista Community Center board to clarify facility access, emergency use and financial relationships.
The ad hoc said the existing trust/legal structure for the facility is complex and that the parties are considering a larger cooperative agreement rather than a limited memorandum of understanding. The committee asked the council to provide three-category input for staff ("absolutely must have," "absolutely cannot have," and "would be nice if") so the ad hoc can draft an initial proposal. The committee said it would meet with the community center board and then return to the council with a draft and recommendations.
Separately, council discussed a nonprofit request connected to youth basketball. The council previously released $2,200 to the group; the original request was $5,000. Committee members asked the council to agendize the remaining $2,800 so the private youth program can complete its planned improvements. A council member asked whether the $2,200 had already been disbursed; staff said the earlier partial payment is in the group's hands and that the infrastructure request had been put on hold pending broader negotiations with the center.
Committee members and staff agreed the MOU-style document should not violate the community center's existing legal trust without supermajority approvals; changing the trust would require two-thirds approval in multiple governing bodies and is therefore not the committee's immediate goal. The ad hoc requested council members send their prioritized items to the city manager and staff ahead of a planned meeting with the Sierra Vista board.
