The Moore City Council on Aug. 18 approved a series of land-use decisions and budgeted purchases, including a variance and revised preliminary plat for Mahogany Hills Estates, the primary plat for Creekside, a rezoning to an I-1 planned unit development for a 2-acre site near Pole Road, and a $219,519 contract to update the city’s zoning and subdivision regulations.
Planning staff told the council the Mahogany Hills revised preliminary plat covers about 19 acres with 23 proposed residential lots ranging from one‑half to three‑quarter acres. The developer requested a variance from the city’s 65‑foot right‑of‑way requirement along Broadway Avenue; staff recommended approval with conditions that the 65‑foot right‑of‑way be required on the east side of Broadway when that property develops and that no encroachments — including the subdivision’s brick fence — be allowed in the right‑of‑way. The council approved the variance and the revised plat.
The council also approved the primary plat for the Creekside addition. Staff said water and sewer are available, stormwater detention is required, and the developer must comply with FEMA and the city’s 2021 drainage criteria. The developer plans to use an existing private bridge for access; staff said the bridge must be inspected and meet safety and drainage standards before city acceptance, or a new bridge must be built.
On rezoning, the council approved Rezoning Application No. 1052 to change a roughly 2‑acre parcel at Northeast 207th Street and Pole Road from A‑2 (suburban agriculture) to I‑1 (light industrial) as a planned unit development. The PUD application seeks to allow heavier industrial uses including limited agricultural processing, equipment storage, construction sales, light industrial and general wholesaling, with outdoor storage subject to screening. Staff described PUD amenities including a 15% increase in landscaping, screened dumpsters and storage, and a requirement that at least 70% of building exteriors be rock, brick or stone; staff recommended limiting outdoor storage to 20 feet in height and providing a 6‑ to 8‑foot fence or berm for screening. Council members questioned whether sidewalks should be required; the applicant’s representative, Caitlin Turner, said she would inquire whether the property owner would build sidewalks. The council voted to approve the rezoning as presented.
The council awarded a $219,519 contract for a land development code update that staff said was included in the prior year’s budget and carried into the current fiscal year. Staff said three teams responded to the RFP and the highest‑scoring firm will lead a review of zoning and subdivision regulations, modernize use classifications, and include public participation through a steering committee and public meetings.
Other approved actions included changing the street name of a segment of Southwest 40th Street to Manhattan Drive to resolve mapping/addressing errors; the purchase of six sets of structural firefighting bunker gear for new recruits ($23,814); two zero‑turn mowers ($46,347.54); and a John Deere compact track loader skid steer ($77,023.44). All motions recorded in the meeting passed by roll‑call vote.
