Public Works committee forwards traffic-control and speed-limit proposals to full council

On Aug. 14, 2025, the Indianapolis City Public Works Committee voted to send a group of intersection-control and speed-limit proposals to the full City-County Council with a do-pass recommendation.

Nathan Sheets, deputy director of engineering for the Department of Public Works, introduced the three intersection-control proposals — Proposal 2-46 (50th and Sixth/Hatterford Avenue, District 7), Proposal 2-47 (Lyndhurst Drive and Mooresville Road, District 21) and Proposal 2-48 (Acton Road and Southeastern Avenue, District 25) — and offered to answer questions. Chairwoman Kristen Jones moved to send those three items together to the full council with a do-pass recommendation; the motion was approved by voice vote.

The committee then considered seven speed-limit items (Proposals 2-49 through 2-55) proposing new 25 mph or 30 mph limits in multiple neighborhoods: Canterbury and Forest Hills (District 7); Buck Creek Village and Cedar Park subdivisions (District 22); Diamond Place subdivision (District 1); Boulevard Manor subdivision (District 3); Kessler Park neighborhood (District 11); and a stretch between State and Emerson Avenues along New York and Michigan Streets (District 13). Nathan Sheets noted a small digest error for Proposal 2-55 but said the ordinance text is correct. Councillor Nick Roberts moved to send Proposals 2-49 through 2-55 to the full council with a do-pass recommendation; that motion was seconded and passed by voice vote.

No roll-call votes or vote tallies were recorded in the committee minutes; both actions were advanced by voice vote. Committee members did not request additional public hearings on these items during the meeting.
