Development commission recommends approval of four rezoning and CPD requests amid traffic, tree and parking concerns

The Columbus Development Commission on Aug. 14 recommended approval of four separate land-use applications, advancing rezoning and commercial plan development (CPD) requests to city council while noting outstanding traffic, tree-canopy and right-of-way issues.

Staff presented four distinct cases that the commission voted to forward to council with conditions or commitments. The most detailed discussion addressed traffic mitigation for a 17.6-acre multi-unit proposal at 4612 South Byford, neighborhood notice and tree-canopy concerns on a proposed 275-unit rezoning, community agreements and parking arrangements for an event center rezoning, and a CPD application on Oakland Park Avenue that includes a pending right-of-way dedication or exception request.

Case 1: 4612 South Byford (Z25Then027). Staff described a 17.6-acre site currently in M-2 (manufacturing) proposed for a multiunit residential district. The staff report said the site is subject to citywide planning policies and that the South Central plan amendment recommends office uses at the location but noted compatibility and primary-corridor location as mitigating factors. Traffic staff said the site’s trips were included in a traffic impact study completed for development to the south; the study calls for an added southbound left‑turn lane at South High Street and an additional eastbound through lane.
