The staff report said the site is subject to citywide planning policies and that the South Central plan amendment recommends office uses at the location but noted compatibility and primary-corridor location as mitigating factors. Traffic staff said the site’s trips were included in a traffic impact study completed for development to the south; the study calls for an added southbound left‑turn lane at South High Street and an additional eastbound through lane.
