Residents raise concerns about early school start dates and Riverside Drive conditions

Two residents used the public‑comment period at the Aug. 13 Lake Elsinore City Council meeting to highlight local quality‑of‑life issues: an earlier school year start amid high summer temperatures and deteriorated pedestrian conditions along Riverside Drive.

Nicole Bryant, a Lake Elsinore resident, addressed the council about the school calendar. “I’m here because I have a complaint… the school calendar year is starting in August. And due to climate change and the weather, it’s just too hot,” Bryant said, adding that her first‑grade daughter faces early‑afternoon heat on the first days of school. City officials told Bryant the school board is the appropriate body to address calendar policy and offered to provide contact information for the board and the council’s subcommittee that meets with the district.

Later in public comment, resident Cliff Lance described conditions near Lake Park Resort adjacent to Riverside Drive and Launch Point. Lance said many shoulder areas and undeveloped sections of Riverside Drive lack sidewalks, forcing people using wheelchairs and walkers into the bicycle lane. He also expressed concerns about trash and encampments and praised law enforcement’s recent cleanup work.

Council response and jurisdictional limits

Councilmembers acknowledged both concerns and, in Lance’s case, explained limits on city authority over some roadway sections. Councilmember Manos told Lance Riverside Drive is part of State Highway 74 and falls under Caltrans jurisdiction; the city cannot unilaterally install sidewalks or make certain roadway improvements without Caltrans’ cooperation. Manos said the city can use code enforcement and coordinate with property owners to address trash and allow law enforcement to trespass properties when owners sign authorization letters (602 letters) that permit such action.

For school‑calendar concerns, councilmembers advised residents to contact the Lake Elsinore Unified School District board directly and offered to provide trustees’ contact information. Councilmember Sheridan and Councilmember Johnson, who serve on education committees that coordinate with the district, said they will raise the issue with the appropriate board representatives.
