Kaufman County commissioners approve routine minutes, contracts, election orders, paver financing, budget transfers and claims

Kaufman County's Commissioner's Court on Aug. 12 approved a slate of routine items, including past meeting minutes, contract renewals, two election orders for Nov. 4, financing for a paving machine, routine budget transfers and accounts-payable claims.

Sheriff's quarterly report and managed service agreement

Sheriff Beavers presented the Kaufman County Sheriff's Office quarterly financial and operational report for April through June 2025. He told commissioners that overall incident reports and crime statistics were somewhat lower compared with previous periods and outlined staffing openings across divisions: in April the department reported three deputy openings, three detention openings and two communications openings; by June those figures were about five deputy openings, eight detention and four communications openings. Beavers said the department's training student count had increased and that transport activity had shifted; he described ongoing recruitment challenges in detention work.

On a separate item the court approved a managed service agreement with Harris (document name in packet) to maintain radio/communications equipment. The sheriff said legal had reviewed the contract and that the county has used the vendor's services for about 10 years; he said the contract covers service and that when equipment fails under the prior contract the vendor has covered replacement costs.

Election orders for Nov. 4

Brad Tandy, county elections staff, presented two orders calling the Nov. 4, 2025 joint constitutional-amendment election and a separate special election on the same date on the dissolution of the Cedar Creek Hospital District. Tandy said the constitutional-amendment order was a routine, joint-election authorization and that the special election for the hospital district is a separate order required by the legislation that authorized such elections. The court approved both orders by voice vote.

Paver purchase and financing

Purchasing staff presented a financing request for a Caterpillar AP555 paving machine under cooperative contract 011723. The county's price quote was $458,000; staff said the cooperative contract had been reviewed and met procurement requirements and that financing options were under review by the vendor. The court approved the financing request and the purchase authorization.

Budget transfers and claims

County auditor and budget staff presented routine line-item transfers and several budget amendments tied to recently received revenue; the court approved the transfers. The auditor then presented accounts payable invoices totaling $2,727,104.69 and asked the court to authorize payment; commissioners approved the claims by voice vote.

Other contracts packet

The court approved a packet of county contracts that had been reviewed by legal and sent to the judge's desk. Staff said there were no major objections from legal that would hold up approval.
