The council voted unanimously on a series of public‑hearing items that will allow the city to submit to qualified electors questions about levying special taxes within the affected properties, establish the new CFDs and, in one case, permit the issuance of bonds to finance infrastructure.
City staff opened four hearings without receiving public protests and reported required notices and exhibits were on file. Councilmember Johnson moved the principal resolutions and Councilmember Manos seconded several of the motions; votes recorded in the meeting were 5‑0 on each formal action. The council also waived further reading and introduced by title the related ordinances to authorize levying the special taxes in each CFD.
