Baldwin County Commission approves consent items and shifts CJ2 funding from opioid funds to contingency

The Baldwin County Commission approved a package of consent items Thursday and directed staff to fund agenda item CJ2 from the commission's contingency fund instead of using county opioid settlement monies.

The commission voted to adopt minutes from its July 16, 2025, regular meeting, to pay the county's bills and to ratify interim payments allowed under policy 8.1. During the consent discussion, commissioners agreed to remove item C07 at the county engineer's request and to add GA1 to the consent agenda.

Commissioner discussion focused on preserving opioid-settlement dollars. One commissioner proposed, and the panel accepted, amending the CJ2 agenda item so the expense would come from the commission's contingency account rather than opioid funds. "Instead of us tapping into our opioid funds...we can spare out of contingency," a commissioner said during the meeting; the commission then left CJ2 on consent with that funding change.

The motions on minutes, payment of bills, ratification of interim payments and the consent package carried following standard voice votes; no roll-call tallies were given on the record. The meeting record notes the formal motions passed and that C07 was pulled at the county engineer's request.

The commission did not discuss the substance of CJ2 in detail during the consent vote; the change adopted affects only the funding source. The commission indicated it would preserve the opioid funds for future decisions and meet later to consider further uses if needed.
