Lake County housing staff announced a phase 2 lottery for 24 Dupont units on West Third Street and laid out application and appeals deadlines tied to the lottery and buyer qualification process.
Jackie Willaine, county housing staff, told board members the deadline to submit applications is June 13. Applicants denied qualification may submit an appeal of that denial by 4 p.m. July 11; housing staff said they will resolve those appeals by July 17 so qualified appeals can be included in the July 23 lottery. A separate appeal of the lottery outcome must be submitted no later than noon on July 25.
Willaine said there are likely 14 units in the second order that will require buyers to fill gaps in affordability. To help buyers under 100% of area median income (AMI), the county applied for Prop 1 2 3 funding on May 1 that would provide roughly $8,000 per unit in gap funding; Willaine said the county has agreed to backfill that gap if the Prop 1 2 3 funds are not received. “We’re building a plane while we’re in the RV,” Willaine said, summarizing the compressed timeline and uncertainty around buyer commitments and pricing.
Willaine said no applications had been received at the time of the meeting but that 178 people had registered interest beyond the first round of lottery winners; she said staff plan a media and social campaign to increase applications so Oakwood — the developer/manufacturer referenced — will feel confident ordering all 24 units.
Board members asked how income qualification would be handled; Willaine said the program will follow AMI guidelines and noted the new AMI values recently released are higher, which may help some buyers qualify. She also said Lake County is one of three counties subject to a 10% AMI cap referenced in the meeting, and that the county is working to apply limited Prop 1 2 3 funds to the 14 buyers who may need assistance.
