Rush Valley council approves church windows, rescue-truck shelf and EMT reimbursement; tables mayor recognition

At a Rush Valley town council meeting, council members approved purchases for two windows at Clover Church, a custom shelf for the town's rescue truck, and reimbursement for an emergency medical technician (EMT) class for a volunteer. The council also voted to table the mayor's recognition award to next month and approved the June 18 meeting minutes and payment of bills.

The most significant financial item was approval to purchase two replacement windows for Clover Church. The council approved a purchase amount of $4,007.51 for the two windows, minus sales tax (the council asked staff to provide a sales-tax-exempt form to the vendor so the town would not be charged sales tax). Council discussion established that the two windows are for the back room, will match the wood-frame windows already installed, and the vendor will assist with installation. A representative identified as John (contractor) told the council the vendor would order the windows without a down payment. The council approved the purchase; the motion passed with the council voting in favor.

Separately, the council approved buying a custom, removable aluminum shelf for the department rescue truck to improve equipment organization on the truck's slide-in bed. The item was described as roughly 3 feet 10 inches by 5 feet 6 inches, constructed from quarter-inch aluminum with an outer lip and internal ribs for strength. The council approved the purchase after discussion about weight, portability and cost; the motion carried.

On personnel training, the council approved reimbursement of $510 to a volunteer listed as JJ Belinda for an EMT class with the condition that the town will reimburse up to the full class cost (which the council said is typically about $905) if a full college receipt is later provided to document the higher amount. Council discussion noted the technical college's invoice practices make the receipts hard to obtain; the motion approved the current documented amount and authorized an additional payment pending receipt of the full documentation.

Other procedural actions: the council moved to table the mayor's recognition award until the August meeting; approved the June 18, 2025 meeting minutes as written; and voted to pay the bills as presented. The meeting closed with a motion to adjourn that passed unanimously.

Several of these approvals included brief operational clarifications the council asked staff to follow up on: obtain and file a tax-exemption form for the window vendor, confirm final ordering and delivery timing for the church windows so installation and framing work can proceed, and obtain a full certificate or receipt from the technical college for the EMT class before releasing the additional reimbursement.
