Toledo County Planning Commission disapproves four final plats, approves zone change and zoning text amendments

The Toledo County Planning Commission voted to disapprove four final plats without prejudice and approved a zone change and three zoning text amendments at its meeting. Several items were moved and approved with little public discussion; staff cited recent filing dates and pending agency reviews as the reason for the plats disapprovals.
Staff told the commission that final clearances had not been received for multiple subdivision final plats and recommended disapproval without prejudice so agencies could finish their reviews. The commission approved staffs recommendation to disapprove the final plats S10 25 (Bridge Creek Plat 6, west of Harrow Road and south of Sylvania Avenue, Sylvania Township), S11 25 (Brookside Plat 10, west of Mitchell Road and south of Brent Road, Sylvania Township), S12 25 (Brookside Plat 11, same location) and S14 25 (Hidden Grove subdivision, 8020 Hill Avenue, Springfield Township). Lisa, a staff member, explained these applications "just came in within the last few weeks and the agencies have not had enough time to review them," adding that some had been on file only "7 to 10 days." She also said the commission was required to act on applications within 30 days of filing.
The commission approved a zone change, case Z17C388, to rezone a property at 8350 Road in Mount Clover Township from AR (agricultural residential) to RB (suburban residential). Staff recommended approval, saying the request was compatible with surrounding commercial zoning and uses and consistent with the 2022 Mount Clover Township comprehensive land use plan. The applicant was sworn for the record; no members of the public spoke in opposition, and the motion to approve the staff recommendation carried.
The commission also approved three zoning text amendments:
- Z20C1080: a text amendment to the Sylvania Township zoning resolution to allow solar panels on the front or street-side portion of roofs. Staff presented the change as a response to a string of variance and waiver requests; commissioners approved the amendment as shown in Exhibit A.
- Z20C1082: an amendment to update public notice procedures in the Sylvania Township zoning resolution to allow posting notices on online social media channels. Staff recommended approval as shown in Exhibit A, and the commission approved the change.
- Z22C140: an amendment to the Waterville Township zoning resolution to add data-processing centers as a conditional use. Bill Burket, the applicant, was sworn and confirmed no questions; staff recommended approval and the commission voted to approve the amendment, sending it on to the township.
The meeting opened with a roll call indicating a quorum. Commissioners approved the minutes from June 25, 2025. There was little extended debate on the agenda items; most votes were taken by motion and a call for "aye," with no roll-call tallies recorded in the meeting transcript.
In other business, commissioners Christopher Ball, Brandon Raycroft, Don Muhart and Josh Hughes were named to a search committee to recruit a new planning director; the panel will include representatives from the City of Toledo and the county. The search committee has not set a timeline or a first meeting date; commissioners said they would circulate an agenda and schedule the committees initial meeting.
