Staff outlines Prop 218 schedule for proposed Natoma Station maintenance assessment district

City staff provided an informational update on the proposed Natoma Station Maintenance Assessment District (MAD) No. 2025‑02 and the Prop 218 process the city will follow to form the district.
Derek Perez, Municipal Landscape Services Manager, told the council the council previously initiated formation at the June 24 meeting and staff is updating the schedule to allow additional outreach and review of the method of apportionment. The anticipated timeline includes community outreach meetings in fall 2025, a preliminary engineer’s report and council intent meeting in winter 2025, mailing of ballots in early 2026 and counting ballots at a public hearing in 2026 as required by Proposition 218 procedures.
Perez said staff has reviewed the schedule with consultants, updated a project web page and plans further materials with the communications team. The update was informational; no action was required. Council discussion acknowledged the outreach step and a councilmember noted that moving faster through the schedule would not change the earliest date assessments could be implemented.
Staff will return with the preliminary engineer’s report and public hearing notices as the Prop 218 process advances.
