Council renews software license and maintenance for Mars meter test bench

The Folsom City Council voted unanimously on Aug. 12 to authorize the city manager to execute an agreement with Mars Company for a software license and maintenance subscription for the city’s meter test bench.
City staff said the physical meter test bench was purchased through a competitive process in 2019 and Mars was the low bidder at that time. Because the test bench requires vendor‑specific software to operate, staff described the license and maintenance subscription as the compatible option; replacing the bench would require a separate procurement and capital purchase.
Marcus Yasutaki, Environmental Water Resources Director, told council that the city had followed procurement policies in 2019 and that the current request is for the software license and maintenance because alternative software is not compatible with the existing Mars test bench. Councilmembers asked for additional information on software price escalation over time; staff agreed that an escalation analysis could be added to future reports to provide context on licensing cost trajectories.
Resolution No. 11439 authorizing the software subscription was approved by Councilmember Leary, Councilmember Raffel, Councilmember Kozlowski and Mayor Sarah Aquino; Councilmember Rorba was absent.
