The Marshall City Council approved a resolution authorizing execution of a Minnesota Department of Transportation (MnDOT) grant agreement to fund the C Street Southview Trail project.
City Engineer Jason Anderson said the project—the trail alignment shown on the meeting screen as the green alignment—had been awarded to ANC Excavating on July 22 contingent upon the grant agreement. Anderson described the project as potentially starting this fall; the contractor previously indicated a 2026 start but now believes it may begin sooner. "Projects [are] 100% grant funded either through federal TA funds or state active transportation funds," Anderson said, and staff presented an active-transportation grant agreement in the amount of $62,767.95.
Councilmember Craig moved approval; Councilmember John seconded. A council member said they needed to abstain because they chair the MnDOT Active Transportation Program committee and also sit on the State Active Transportation Committee, which provided part of the funding; the council noted the abstention. The mayor closed the vote and announced the motion passed.
The council did not provide a roll-call tally; staff said ANC Excavating was the awarded contractor contingent on this grant agreement.
