WFRC highlights TLC funding, Wasatch Choice centers and regional plan timeline

WFRC staff outlined upcoming Transportation and Land Use (TLC) funding opportunities, the addition of neighborhood centers under the Wasatch Choice vision, and timing for fall workshops on the regional transportation plan.
Matt Ryan, community planner with the Wasatch Front Regional Council, briefed the committee on upcoming WFRC funding and technical-assistance opportunities, including the TLC (Transportation, Land Use and Connectivity) program and the Wasatch Choice Vision Centers.
Ryan said Notices of Funding and calls for letters of intent will be announced in early September with letters due at the end of that month. He noted the TLC program coordinates with the Transportation Improvement Program and other funding sources (Surface Transportation, CMAQ, Carbon Reduction Program and Transportation Alternatives) and encouraged jurisdictions to reach out about project ideas before the application window.
WFRC staff also described that the Wasatch Choice Vision process added 71 new neighborhood centers during last fall’s workshops; those centers are potential sites for TLC small-area plans, design standards, ordinance updates or implementation plans. Staff recommended small-area planning, active-transportation plans and studies as TLC-eligible projects that can support connectivity and local visioning.
On the regional transportation plan (RTP) update, WFRC staff said the agency is refining a “preferred scenario” for the 2027–2055 RTP and will hold fall workshops (October–November) with elected and staff representatives to review proposed projects and active-transportation networks. The Utah Trail Network (Utah Trail Network / state vision) has released a preliminary state vision that WFRC intends to incorporate in the regional active-transportation mapping.
Finally, WFRC staff announced an Active Transportation Implementation Academy—an upcoming pilot training for local decision-makers to run from this fall into winter—and reminded the committee the Utah Bike Summit is scheduled for the coming Thursday at Utah Valley University.
No committee action was required; staff requested jurisdictions circulate these deadlines and program resources to local staff and potential applicants.
