Gilroy adopts 2025 California building and fire codes with local amendments

The Gilroy City Council on Aug. 18 adopted two ordinances, by a 7-0 vote, to incorporate the 2025 California building codes and the 2025 California Fire Code and 2025 California Wildland‑Urban Interface (WUI) Code into the Gilroy Municipal Code with local amendments.
Sharon Goe, the city’s community development director, presented the items and said staff proposed carrying forward the local amendments consistent with previous code cycles and supporting findings based on local climatic, geological and topographical conditions. “Adopting the latest codes with local amendments will help ensure that buildings and structures in Gilroy will continue to safeguard the public’s health, safety, and general welfare at the same level of protection and safety,” Goe said.
Goe told the council the adoption timeline was compressed to meet requirements tied to Assembly Bill 130; staff said the city met the AB‑130 timeline and will file the ordinances with the California Building Standards Commission. The new codes will become effective Jan. 1, 2026, once filed.
Councilmember Hilton moved to adopt the building‑code ordinance; Councilmember Bracco seconded. A subsequent motion, moved by Councilmember Klein and seconded by Councilmember Ramirez, adopted the fire/WUI ordinance. Roll call for both votes was unanimous: Bracco, Klein, Fugazi, Hilton, Marks, Ramirez and Mayor Greg Bozzo voted yes.
Why it matters: adopting the updated codes, plus local amendments, affects construction, permitting and fire‑safety standards in Gilroy and aligns local requirements with the state code update. Staff said continuing local amendments addresses climatic and topographical considerations specific to Gilroy.
