Commission approves rezoning and final plat for Earth Contact Products industrial expansion at Keeler Terrace

The Olathe Planning Commission on Sept. 22 approved RZ25‑0011, a rezoning request to M2, and FP25‑0026, a final plat, to allow redevelopment of an industrial parcel at 15680 South Keeler Terrace for a new 28,000‑square‑foot industrial building for Earth Contact Products. Both votes passed unanimously, 7‑0, and the items will go to the city council on Oct. 21.
Emily Carrillo, senior planner, told commissioners the site is currently unplatted and retains county zoning; the proposed M2 district matches the Plan Olathe future‑land‑use designation of industrial area and supports the applicant’s mix of manufacturing, storage and shipping uses. The two existing buildings from the 1980s will be demolished to make way for the new structure.
Carrillo said the preliminary site development plan complies with dimensional standards, setbacks, parking, landscaping and screening in the Unified Development Ordinance. The plan proposes to keep the two existing access points from South Keeler Terrace and to convert circulation on the site to a one‑way truck pattern that travels around the site perimeter. The primary (street‑facing) façade includes a mix of clear glass, cultured stone and textured insulated metal panels in neutral brown tones; secondary facades use metal panels and glass accents.
The final plat will establish lot lines and dedicate required easements: an existing 20‑foot utility and drainage easement runs along the west property line beneath pavement, and the plat dedicates a new 10‑foot utility easement along Keeler Terrace to match adjacent properties. A stipulation requires the final building design meet the industrial architectural standards in the UDO prior to final site development plan approval.
No members of the public signed up to speak and the applicant declined to make a presentation but was available for questions. Commissioners posed no substantive objections. The motion to approve the rezoning was made by Commissioner Corcoran and seconded by Commissioner Brigitte; the rezoning vote was 7‑0. The final plat motion was also moved by Commissioner Corcoran and approved 7‑0 following a second.
Why it matters: The approvals facilitate reinvestment in an existing industrial area and formalize lot and easement lines needed for the expansion of a local manufacturing and shipping operation. The commission recorded a technical architecture stipulation for final plan review.
