Hammond approves CIB funding and contracts for multiple street, trail and storm projects
Summary
City council approved Community Investment Board (CIB) funding allocations and professional services/contract awards covering geotechnical work for a fire station site, bridge‑related utility relocations, sidewalk and pavement programs, and resurfacing of the Erie Lackawanna Trail.
At the Aug. 7 meeting, Hammond City approved several Community Investment Board funding allocations and related professional‑services agreements for public works projects and trail resurfacing.
Dean Button presented the funding requests and corresponding agreements for review. The council approved $8,460 for geotechnical engineering for the planned Fire Station No. 7 site and authorized an agreement with Advanced Engineering Services. The board approved $32,147.75 to relocate street lighting on Kennedy Avenue for the US‑20 bridge project, awarding work to Hawk per the engineering recommendation. The council authorized $92,300 for design work for two Community Crossings Matching Grant (CCMG) projects (160 Fifth Street and Michigan Street segments) with First Group Engineering.
Additional approvals included $16,343 for Clark Field storm‑sewer redesign supplemental services; $2,250 for Kennedy Avenue stump removal; $13,375 for pavement markings and signage at Northcott Avenue and River Drive for improved trail crossing visibility; a $300,000 budget for the 2025 sidewalk program (annual contract with J & J Newell Concrete); and $300,000 for roadway maintenance/pavement crack sealing under a standing agreement with Site Services.
The board also approved a low‑responsive bid and funding for repaving the Erie Lackawanna Trail (base and alternate segments) with Milestone Contractors and a related $45,000 allocation for construction engineering services with Milestone/contractor oversight. The total bid package for the trail resurfacing was presented and CIB had previously recommended funding; the board approved the contract and the construction engineering agreement.
Each request presented by Dean Button was moved, seconded and approved by voice vote.
The approvals authorize staff to proceed with contract execution and project scheduling; several projects (bridge utility relocations, trail resurfacing and construction engineering) will depend on coordination with state or utility agencies and contractor scheduling.
