Irmo council accepts developer performance bond for Chipotle entrance modifications near Dutch Fork Road

Planning staff member Doug explained that the Chipotle site includes two access points, one on Dutch Fork Road (north) and one on Salem Church Road (south). When South Carolina Department of Transportation realigns Salem Church Road in the future, DOT will request that the Dutch Fork Road entrance be restricted to right-in/right-out; the developer's contractor quoted about $7,200 to build the concrete median. Doug said town practice is to hold a performance bond with roughly 25 percent contingency to cover inflation or estimate error, which raises the recommended bond amount to about $9,000 (the staff report cited a round figure of $10,000 as a conservative cap).
"They have 2 entrances. 1 goes north to Dutch Fork Road. 1 goes south to Salem Church," Doug said, describing the traffic plan and the reason for the bond. The bond ensures the median will be installed if DOT requires the modification when the road project occurs; staff said the timing of DOT's work is uncertain and could be years away.
Council discussed whether both entrances would be affected; Doug replied the required median would be at the Dutch Fork Road entrance only and the rear entrance would remain full service. Council also described prior large-bond issues and noted the town's practice of holding performance bonds until required work is completed or the town hires a contractor to finish work and then releases any remaining funds.
Resident Henry Martin asked for a copy of the plan showing the proposed Chipotle location and entrance configuration.
